This is what I just tried (thanks, Dirk!): Start R and then Sys.putenv("http_proxy", "whatever"), options(download.file.method="wget") doesn't work. Open up a command prompt, define http_proxy there, then run Rgui. Set options(download.file.method="wget"). This works. Perhaps you can define http_proxy in Renviron. I have not tried that.
