How I can change my wine version to one more older?

I want to change from 1.3.15 to 1.3.9

First, why do you want to do this?  If you're working around a regression
in wine, let's make sure there's a bug report for it.

You can grab the old packages from your distro's archive if they keep
them.  At the moment, I don't think there's an archive of old ubuntu
packages.
Or you can download the old source tarball and build it.
