Rails - Aug 2006 - gem install rails --include-dependencies Freezes

Hello,
Im on a windows machine and I cant figure out why when I run "gem install
rails --include-dependencies" freezes.
Whenever I type that in it does nothing. I''ve let it sit for an hour
and
nothing happens. When I type ''gem'' it returns the little help
info.

Any ideas about whats causing this to freeze?
