Rails - Mar 2006 - How can I get the Eastern time zone when inserting?

I''m having difficulty when I''m inserting an entry or someone
enters a
comment, because the time is 3 hours behind.  How can I add 3 hours when 
a comment or entry is saved?  Or better yet, how can I use the Eastern 
time zone?
