The foreign package is a recommended package, part of the source
tarball, and assumed to be present in binary distributions, hence not
available on CRAN for install.packages().
The Debian/Ubuntu crowd nevertheless unbundles things ("because they
can", I've been told) and a partial install puts people in your
situation. I think the fix is just to apt-get the right metapackage,
presumably r-recommended.
