Windows unpacked it on the fly. Don't do this, its got a habit of
corrupting the patch files while its doing this. I've hosed an AIX system
real good pulling down system patches with IE on windows. Use lynx and hit
the 'd' button over the link to the patch. This will download the file
unaltered.

It shouldn't matter what distribution your running if you have virgin
kernel source. Its possible somethings missing, or it didn't patch quite
right.
Do you see the ialloc.o object file get built at all several lines up? It
would have happened about 5 lines prior to the output you've supplied.
Pull down both a fresh copy of linux-2.4.9, unpack it, rename it to (I
think) linux-2.4.9 and then 'patch -p0 <patchfilename' from the
directory
where you unpacked the kernel source.
Its been awhile since I did it, but I've run ext3 patches on a SuSE 7.0
system with kernel 2.4.5...so I know that atleast works.
