Probably talking out of my hat (I've never particularly looked at
those figures), but might there have been some calls in progress at
the start of the 60s which have finished? If it works on "subtract for
call started, add for call-stopped"...?

Linux supports the notion of a command line or a shell for the same
reason that only children read books with only pictures in them.
Language, be it English or something else, is the only tool flexible
