R help - Nov 2008 - install SPIA package on Windows

Hello all,

I would like to install a new R package named SPIA, but I have only the source
version ( tar.gz  version) and I work with windows.
Can anyone support to me any information to perform the installation of this
package?
Any suggestion will be appreciated.

Both the 'Writing R Extensions' and 'R Installation and
Administration'
manuals point you at the win-builder service.  The latter also tells you 
how to set Windows up to build source packages.
