From my kernel''s config:
CONFIG_XEN_MAX_DOMAIN_MEMORY=128
Just adjust it as necessary and recompile the kernel

Check Oracle VM, IIRC they boast the ability to run a VM with lots of
domU CPU and memory, so they should have everything configured already
for what you want.
