I have several programs (Adobe CS2 etc...) installed on a Windows Vista partition. So far I haven't been able to use Wine to run these executables. I installed Wine with the hope that I could operate these programs from within my Ubuntu partition. Is this not the way Wine is programmed to operate? Are there steps I am missing? What am I doing wrong?

Imagine that you have installed clean Windows on another PC and then accessed your programs installed on another Windows PC via network. Will you expect that programs installed on another Windows will work (without their registry keys and in different disk letter / network drive)? Don't think so. Wine is no different. If you installed your program in Wine and it still doesn't work you may want to read information in http://appdb.winehq.org about your application and if this doesn't help ask here for help but don't forget to mention your Wine version, post terminal output and describe your problem.

I am using Wine 1.1.13 on my Ubuntu 8.04 Partition... After my initial post I was able to get Adobe Photoshop CS2 to launch by mounting my other partition and simply double clicking the .exe... Inside the application things seemed to work fairly well during my brief trial, only I was unable to use keyboard shortcuts without freezing the application... Feedback much appreciated!

What am I doing wrong? >No. Wine is not designed to work the way that you want to. You cannot just install Wine and then assign a drive letter to your Vista partition and then go right to work.
