wine users - Oct 2001 - NT command tools

I'm using WINE (20010731) with RedHat 7.2.  I'm trying to run some
Windows
NT command tools with WINE such as usrmgr.exe, netsvc.exe, etc.  USRMGR.EXE 
loads fine, but it says on the Windows app window "RPC Protocol
error".
I'm wondering whether WINE supports RPC apps.  Am I missing RPC support on 
my installation?  Also, where in the directory structure should I put 
my LMHOSTS file?  Thanks.

No, Rpc does not work.
And native Windows commands are very difficult to get
to run in the best case.
