Downsampling is indeed very much the wrong term here :)
This is what we call 'bitrate peeling'. The vorbis format is designed
to be able to do this, but there aren't any tools for doing it yet.
If one wanted, and the code gets written (which is probably will,
eventually), a streaming server could dynamically adjust each stream
to the available bitrate using this.
