Since "wins support = yes" is a setting in your local
smb.conf, and since the local smb.conf is read by your
local Samba when starting up (and while running too):
Yes - it will make your localhost a WINS server.
Please note, that it will be nmbd (not smbd) acting
as a WINS server. Also, make sure that you only have
*one* (and never more than one) WINS servers (counting
the Samba- as well as the MS Windows-based machines) in
your environment. It should only be necessary in a
multi-subnetted environment.
