You can compile an executable for any version of rsync you like from the sources at http://rsync.samba.org/ftp/rsync/ , or you can download the Debian package you want and extract the executable from it manually (a Debian package is just an "ar" archive containing a tarball "data.tar.gz" containing the installed files).
