Rails - Apr 2010 - Ruby randomly converting quotes to html

If anyone understands:

def some_method
  "<script type=''text/javascript''>
    whatever(''element'');
  </script>"
end

=>

<script type="text/javascript">
  whatever(&#8216;element&#8217;)
</script>

Any idea what could create that strange behavior?
