Well...after some (unexpected) pain in getting migrations to work with sqlite3 and windows, here''s how (http://betterlogic.com/roger/?p=4#comment-4)... The errors I noticed were: if you do rake migrate and it is not previously bootstrapped it needs to say something. Also if you do rails migrate and it is already most recently updated it should say something.
