R help - Feb 2011 - packages that were removed from the CRAN repository

Hello ,
I have a general question:
What does it means that  a package  was removed from the CRAN repository?
There were problems in the package?
I want to use 'mlice' package, but the package doesn't exist in the
CRAN now
and I worry about...

I will be very thankful for the answer!

The CRAN Package Checks page may have the answer:

There is an Archive  link at the bottom of the Contributed Packages  
page.

It appears it may never have been on CRAN. There are other sources of  
packages: BioC, r-forge, individual websites.

  The closest spelling of a former CRAN package would be:
  http://cran.r-project.org/src/contrib/Archive/mlica/
