Vellman & Hoaglin's "ABC of EDA" book has listing of Fortran
program for
that (and other) smoother. You can try to load that into R.
Another thing you can try is to port things in the "smoothers"
collection on
StatLib's S section. That also seems to contain the 3253H smoother.
