It does not exist any more, and it has long not run under current versions
of R. (It's maintainer has not maintained it for a couple of years.)
The good news is that a replacement package ported by Charles Kooperberg
(the original author of polymars) is imminent.

Look in contrib/Devel for packages that recently have failed to work.
