For 1.6.1 we require 8.3.x. We think we know what to do to get it to
work with 8.4, but found out too shortly before the release to risk
putting it in. So the binaries will want to see 8.3.
If you haven't tried Tcl/Tk before, I strongly doubt you'll be able to
tell the difference between 8.3 and 8.4...
