On Windows: currently no.
[On Unix the page gets rebuilt every time you install a package to
RHOME/library]
I extended the search engine to all installed packeges yesterday (in
the current release snapshot). Once 0.63.3 is out (scheduled for
beginning of March), you can just search for an empty string and will
get all functions listed.
