I have also run `upsmon -c fsd`, which powers off the server
and after 30 seconds powers off the UPS, but the UPS does *not* start up
automatically afterwards. This is the only problem I had so far

The report above should apply to:
* REDi/Centralion Blazer 400VA
* REDi/Centralion Blazer 600VA
* REDi/Centralion Blazer 800VA
[ since these three are the same UPS with different batteries ]
and might also apply to the other REDi/Centralion Blazer UPSes

A side note for the FSD test:
Default values are offdelay = 30 seconds, and ondelay = 3 minutes.
So you may have not waited enough...

as (almost) everything in NUT:
http://www.networkupstools.org/docs/man/blazer.html

check for ondelay. as described, the default (min) value of 3 is for a
wider compatibility.
that said, you can put "ondelay = 1" in your ups.conf device section.
