BTW this will probably require a change to builder/templates/make-template.ml
because IIRC it doesn't know how to set the ‘expand’ parameter for a
guest which is not partitioned.  But I'll get to that next time I
build a Debian or Ubuntu image.

Using the updated preseed, the guest still has a partition table (with one
partition inside)
