why are the idle channels restarted?, the PSTN could
think that my box has some problem. Perhaps, other
equipments also make the same but I don't know
anything about it. I used Access Server of Cisco and I
think that the channels weren't restarted.

You don't know enough about telco or PRI to comment like this.

B channel restarts are common and not indicitave of equipment problems.  This 
operation was added to Asterisk to emulate existing PBXes which do this to 
try and work around their own bugs.

As someone else already said, you can say "resetinterval=never" and
Asterisk
won't do this.
