is windows() the standard graphics device on MS Windows? If so try
something like
windows()
## blank plot -- no annotation, no points, no axes
plot(c(0,1),c(0,1),ann=FALSE,type="n",axes=FALSE)
text(0.5,0.5,"hello world")
