I use it and know a few others who use it as well. I just cant seem to find a fully-functional ide that works as well. I used RadRails for months until someone turned me on to jEdit (w/ the Ruby plugin). It has code completion, great abbreviations/key combos (like Textmate) and a plethora of other plugins to extend the base functionality. RadRails is great because you can do a lot of the tasks right there in the IDE (generators, rake tasks) but I could never get code completion working. I use Eclipse with RadRails on my primary dev box ( Linux). and RadRail/ InstantRails on Windows.
