Hi,
There is no such a file /proc/sys/xen/independent_wallclock in VM, should I
create one?
The problem is that When I set vm in domainU as a ntp server, other vms in
domainU cannot keep time synchronized with the domainU ntp server bu running
"sudo ntpdate #ip_address#".The error "ntpdate[600]: no server
suitable for synchronization found" . But if I set domainO as ntp server,
vms can keekp time synchronzized with the domain0.

You must set the /proc/sys/xen/independent_wallclock to 1 on all vms
echo 1 > /proc/sys/xen/independent_wallclock
