You should use sdb instead of sdb1 in your config file. In just looking at your config file (assuming that it is copied from the actual file) there seems to be a syntax error. If you have set up your drives to be on /dev/xenlvm/data there is only one line where it states that. I am also assuming that the domain boots up fully? Have you formatted the partition? Can you mount it in the dom0? Sorry, my brain died in the first paragraph. What I meant to say was that only one of the lines actually points to "/dev/xenlvm" where the others just have "xenlvm/xxxx".
