SEDF tries to satisfy each domain''s slice/period specification so long
as they don''t violate capacity. For example:
Name ID Period(ms) Slice(ms) Lat(ms) Extra Weight
Domain-0 0 10.0 5.0 0.0 1 0
vm1 1 10.0 5.0 0.0 1 0
In this case both Domain-0 and VM1 are *guaranteed* 5ms in every 10ms
window, provided they have enough work to do.

Note that SEDF is no longer the default scheduler.
