Nope. Was true for a while but is not the case anymore - larger changes have
started to go into the unstable tree that will never go into the 2.0 series.
Testing contains bug fixes and minor features. These get pushed into both
xen-2.0 (when the version number gets bumped) and unstable.
Unstable is the bleeding edge and unstable-specific changes stay there.
Future stable series of Xen will one day be based on this work.
