Well there is this winamp plugin to play Super Nintendo sound files (*.SPC) and it doesn't run because it relies on a DLL that it sticks in the windows/system dir called SNESAPU.DLL (c:\windows\system\SNESAPU.DLL) Of course, it says it can't find the dll... is there any way for me to tell WINE where it is?

That should *really* work. If it's in the proper directory configured as c:\windows\system, then it should definitely work. I think if you have a look at your configuration file you see a section that sums up all available DLL's. Just make an entry for SNESAPU.DLL. If you don't want to change your config you can call the wine program with an appropriate option.
