I just tried, on a whim, to use an OpenSSH client vs SSH 1.2.26 client, and I can connect with it... Something drastic change between pre23 and pre24? That's weird, because starting with 6.6 we could finally ditch inserting kmods at installation time, the new kernel in 6.6 supported everything. I believe the model we have (among others) is 9341-4i; I would imagine it's pretty similar with what you have. You should open perhaps a bugzilla issue with redhat about this.
