I have Fedora core 1 (kernel 2.4.22) and I downloaded http://developer.osdl.org/dev/iproute2/download/iproute2-2.6.7-ss040608.tar.gz Before upgrading, tc -V shows "iproute2-ss020116", and after shows the same.
