samba - Oct 2004 - Unpriviledged users may create new user accounts

with the in the faq mentioned servtools I can create new user
accounts as a "normal" (at least domain-) user.

whereas the little more actual version (5.?.?) from windows 2000
resource kit works well and rejects at program startup.
