samba - Sep 2004 - "strict locking = yes" 3.X Default?

On 3.0.2a and 3.0.5 it appears that "strict locking = yes" is the 
default, even though SWAT help says it is "strict locking = no", and
2.2
  was no.  Is this true, and if so, is it intentional?
