I don't know about the Open-VMS platform but if Samba is not an option, try
Unix Services for Windows 2.0 from MS. It has an NFS gateway feature that
will provide Windows Clients access to NFS shares from a single WinNT
gateway server.

Subject: Samba for Open-VMS
Hi!
I'd like to know if Samba can be installed on a Open-VMW platform. We're
trying to make a NFS network through our NT network using Samba...the access
to UNIX filesystems is ok but we have a filesystem on this Open-VMS platform
wich we'd like to get some access...is that possible with Samba? If so, how
can we do that?
Thanks in advance for any help.
