samba - Jan 1999 - bind failed for nmbd

I just installed a binary package samba.1.9.18p10 on my AIX 4.2.1.O

Our network setup: the AIX-SAMBA server is on the same network with my 
WINDOWS NT 4 TSE Server. 

tiny smb.conf: 

	[global]
	   guest account = mistral
	[TRY tmp]
	   comment = Tryi 4.2
	   path = /tmp
	   writable = yes
	   read only = no
	   public = yes

The same 	config works  correctly on a  AIX 3.2.5.0	 with binary 
package  SAMBA 1.9.15p6. 

I started the smbd and nmbd, using a start_samba script, and verified the
./var/log.smb and log.nmb. 
The log.nmb has an error message 

1999/01/08 14:15:22 becoming a daemon
Opening sockets 137
bind failed on port 137 socket_addr=0.0.0.0 (Address already in use)
bind succeeded on port 8000

I tried using the inetd.conf and services file but nothing happens either.
