rsync - Jun 2004 - Suggested change to "--partial" usage.

Hi,

I have always wondered why it was called "--partial" and behaves as it
does.

I personnaly think that is an excellent idea, but rather than change the
"--partial" behaviour
why do we not have "--resumption" parameter instead to do exactly what
has
been suggested.
