Rails - Aug 2014 - Pass variable to layouts

I have this code(i use devise this is a redirect for user sign in):

layout :layout_by_resource

  def layout_by_resource
    if devise_controller? && resource_name == :user &&
action_name ='new'

      "devise"
    else
      "application"
    end

 end

In my devise layout i use some variables,(from example i use @lesson)
but i don't know how to pass it to layout.

I try this in my aplication controller but seems like my css isn't
working to any page.
layout 'devise'
  before_filter :set_constants

    def set_constants
       @lesson=Lesson.all
       @sublesson=Sublesson.all
    end
