& character sumbitted from frontend appears as &amp;

Hi,

I have a console that runs on ROR. When i submit an html content from
the frontend the ''&'' charater in the content appears as
''&amp;amp;'' in
the backend.
When I submit the same page again the charater appears as &amp;amp;amp;
i.e. after every submit & is appended by amp;

Does anyone know how this is happening.
