Rails - Oct 2009 - .htaccess not working, redirect all requests to maintenance

Hi All:

I need to upgrade my ROR application and in the maintenance period i
want all the pages(actions) to redirect to a maintenance(html) page.

I tried several options in .htaccess but it looks as if .htaccess is not
even getting used.
Any help will be highly appreciated.
