I use 600host.net

Setting up an app with them is as clicking "create new app", entering
the name of the app and then clicking "run"
They are running rails 2.2.2 at the moment on the shared servers so
you''d have to ensure your app was compatible but other than that
they''re cheap and quite simple to use.
