Rails - Jul 2008 - Paypal integration

I am currently developing a social networking site and am wondering if
there is a way to automatically setup paypal accounts for my users
using the api.  Is there a way to have each user obtain a key and then
input that key into my site to activate their paypal account.  The
site is an art site and I want to give the users the ability to manage
their own paypal account and give viewers the ability to buy art
directly within the site.
