Rails - Jul 2006 - Need Phone Number Lookup Service API for Rails App

Does anyone know of a service that provides an API to look up phone
numbers by providing name, city, state, etc.?  I would like to add this
information to a data collection app I am building in Rails.  Nothing
along that line appears doing the usual Google search.  Any info or
links would be appreciated.
