Answer no, but there is a simple fix:
Remove the line in question from enviroments.rb:
# Specifies gem version of Rails to use when vendor/rails is not present
<%= ''# '' if freeze %>RAILS_GEM_VERSION =
''<%= Rails::VERSION::STRING %>''
Should I enter a bug report for this???
