Rails - May 2006 - non-characters conversion

Hi,

I need to pass the non characters like 7,%,^,$,#,@.*.!,(,) to databases 
where it should be converted back to their orignal form.

The above characters has to be send with their default decimal values so 
that i can read this characters to my flash and give the exact 
character.

ex,

&   - %26
