You could simply delete it, or fix your PATH to search /usr/local/bin after /usr/bin. Apple is preparing for the Intel based computers and XCode 2.2 brings this compatibility to the developers. The ruby headers and required files are now located in universal-darwin8.0, not powerpc-darwin8.0. I''m going to asume that this will be the case going forward for most of our libraries and the such, oddly ruby seems to be the one affected the most when it comes to building. I discovered this as well doing a rebuild of one of my systems. Python, tcl, and the like work just as would be expected even with the changes to the universal binaries.
