I have not experienced this (I am the author).

How are you running syslogd? What platform? What syslogd?
I use FreeBSD 5.4 with the stock syslogd using local and remote
logging. I have the machines serving pages using the -s flag and the
machine aggregating logs using the -n flag.
$ ps -auxwww | grep syslogd
root 3377 0.0 0.0 2136 468 ?? Ss 27Jun05 4738:34.57 /
usr/sbin/syslogd -s
3.2 days of CPU time since being started at the end of June for
hundreds of GB of logs.
$ uname -a
FreeBSD herbie.43things.com 5.4-RELEASE-p2 FreeBSD 5.4-RELEASE-p2 #0:
