Search a Rails installation for RAILS_ENV and you will find that it basically only occurs in the config directory, environment.rb in particular. For your own environment you would need to supply a config/environments/<env-name>.rb file, maybe change a bit in config/environment.rb. That''s it, as far as I can tell.
