I would like to create a nice looking bubble map in R.
Here is what I have done so far (the data is found below):

- I would like to plot the "Mean" residuals such that negative
residuals have dotted lines around circles while positive residuals have solid
lines. The line width (lwd) should be = 3 at most.
- the size of the circle should be proportional to the "Mean"
- I have use different colours to identify different "Regions". I
would like to specify my own colours for the regions
without using the ggplot2 default colours.
- Please remove the legend to the right. It is not needed.
